Previously, Hanoi voters had petitioned the Ministry of Culture, Sports and Tourism to increase responsibility and thorough censorship in organizing the appraisal and licensing of foreign films shown online on social networking platforms.
Responding to this issue from voters, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the appraisal and licensing of foreign films shown online on social networking platforms is clearly regulated in Clause 2, Article 21.
`Before disseminating films on cyberspace, we must ensure conditions for classifying films according to Government regulations and be responsible before the law for the content and results of film classification.
In case the conditions for classifying films are not met, the Ministry of Culture, Sports and Tourism or an agency authorized by the Ministry of Culture, Sports and Tourism is requested to classify films that have not been granted a Film Classification License or Broadcast Decision according to the regulations.
Article 12 of Decree No. 131/2022 also clearly states that subjects disseminating films in cyberspace can only disseminate films with a Film Classification License or Broadcast Decision in accordance with the provisions of law.
For films that have not been granted a Film Classification License, they must be classified according to regulations or must be classified by qualified subjects themselves.
The subject of film dissemination must notify the list of films to be disseminated and the results of film classification to the Ministry of Culture, Sports and Tourism before disseminating films in cyberspace.

The Ministry also coordinates with the Ministry of Information and Communications, the Ministry of Public Security and relevant state management agencies to implement measures to prevent and handle violations of the law.
According to the Minister, to implement the above tasks, the Ministry has established a Working Group to manage film dissemination activities in cyberspace.
One of the main and regular tasks of the team is to check movie content, classify movies, and display the results of popular movie classification in cyberspace.
The Ministry of Culture, Sports and Tourism said that it will continue to propagate and disseminate, combined with appraisal and issuance of film classification licenses in accordance with the provisions of law.
The Ministry will regularly maintain inspection and post-checking of film content and classification results, display warnings, and coordinate with relevant agencies to strictly handle violations.
